Overview

Zulfikar Ali Bhutto founded the Pakistan Peoples Party and became the central political figure in the reconstruction of Pakistan after the 1971 war and the separation of East Pakistan.

Political career

Bhutto served as foreign minister under Ayub Khan before breaking with the government. His PPP won 81 National Assembly seats in West Pakistan in 1970. After 1971 he led the remaining state, negotiated the Simla Agreement with India and presided over adoption of the 1973 Constitution.

Record and criticism

Supporters credit Bhutto with rebuilding confidence, creating a consensus Constitution and giving mass politics a new social base. Critics point to nationalization costs, political centralization, repression of opponents and the disputed 1977 election. His government was removed by General Zia-ul-Haq.

Political legacy

Bhutto was executed in 1979 following a murder conviction. In 2024, the Supreme Court concluded in a presidential reference that he had not received a fair trial and due process. His political legacy continues through PPP and remains both influential and contested.
